The primary missions of universities worldwide is to educate and conduct basic research. However, there is a growing trend that shows institutes of higher learning are also expected to contribute to economic development through technology commercialization and industry engagement.
There are concerns that an over-emphasis by public policymakers on universities to create economic impact may shift funding from longer-term basic research to shorter-term applied studies. As a result, this “third” mission may distract universities from achieving their main goals.
To address this concern, American political scientist Donald E. Stokes in 1997 proposed a conceptual model of scientific research motivations that has two dimensions – scientific impact and commercial relevance. While Stokes’ model is popular in public policy discourse, it has received surprisingly little empirical attention in the academic literature, due mainly to a lack of consensus on how to operationalize the measurement of the two key dimensions in Stokes Model.
Looking to bridge this empirical knowledge gap are Professor Wong Poh Kam and Professor Gao Jian at NUS Business School and Tsinghua School of Economics & Management (SEM), respectively who initiated a collaborative research project to provide comparable empirical estimates of Stokes’ Quadrants for the National University of Singapore, Tsinghua University and Stanford University.

Professor GAO Jian
Professor , School of Economics and Management, Tsinghua University
Professor GAO Jian is the Director of The Entrepreneurship Research Center on G20 Economies at Tsinghua University and Professor of Department of Innovation, Entrepreneurship and Strategy at School of economics and management in Tsinghua University. He has been a visiting scholar at MIT and Stanford University in the United States.
He had served as Senior Associate Dean of School of Economics and Management in Tsinghua University from 2014 to 2019, Associate Dean of School of Economic and Management in Tsinghua University from 2012 to 2015, Chair of Department of Innovation, Entrepreneurship and Strategy from 2013 to 2014 and Chair of Department of Technical economy and Management from 2006 to 2013.
Professor GAO Jian’s research interests involved the following areas: Entrepreneurial Management and Strategy, Venture Capital and Equity Strategy, Management System for New Business, Services for Technology Transfer and Innovation, Strategic Alliance Management for National Bases of Innovation and Entrepreneurship in China, Social Entrepreneurship and Impact Investment.

Professor WONG Poh Kum
Professor , NUS Business School, National University of Singapore
WONG Poh Kam is a Professor at NUS Business School. He obtained two BSc’s, an MSc. and a Ph.D. from MIT. He has published extensively in leading international refereed journals on entrepreneurship and innovation, including Organization Science, Strategic Entrepreneurship Journal, Journal of Management, Journal of Business Venturing and Research Policy. He has also consulted widely for international agencies including the World Bank, OECD and ADB, various government agencies in Singapore, and many private corporations in Asia. He was a Fulbright Visiting Scholar at U.C. Berkeley, a visiting scholar at Stanford University and Oxford University, and a Pacific Leadership Fellow at UC San Diego. Besides his academic position, he has held concurrent role as the Director of NUS Entrepreneurship Centre from 2001 to 2019. An active angel investor, he is an advisor to two venture capital funds in Singapore. He received the Public Administration Medal (Silver) Award from the Singapore Government in 2013 for his contribution to entrepreneurship education in Singapore, and the “Entrepreneur for the World” Award (Educator Category) from the World Entrepreneurship Forum in 2015. He is a board member of the Competition and Consumer Commission of Singapore (CCCS) since 2017.

Professor Lawrence LOH
Director, CGIO , NUS Business School, National University of Singapore
Moderator
Professor Lawrence Loh is Director, Centre for Governance, Institutions and Organisations (CGIO) at the NUS Business School, National University of Singapore (NUS). He is also Associate Professor of Strategy and Policy.
Professor Loh received a PhD in Management from Massachusetts Institute of Technology. His thesis on technology governance was awarded first prize in the worldwide doctoral dissertation competition in the field of management information systems.
At CGIO, Professor Loh leads the Sustainability Reporting initiative covering ASEAN and Singapore corporations. He also steers the Singapore Governance and Transparency Index and the ASEAN Corporate Governance Scorecard projects. Prof Loh heads the studies on board and workplace diversity and business integrity.
Professor Loh is a regular commentator on governance and sustainability for many leading global and local media. Over the years, he serves as judge for various prestigious sustainability awards in Asia and Singapore.
Professor Loh teaches Governance and Sustainable Business for NUS Executive MBA program. He regularly conducts executive development programs in governance, sustainability and strategy for board directors, senior management and business professionals.
Professor Loh is a recipient of the NUS Business School Teaching Excellence Award.
