Guan is currently the CEO of Mizuho Bank, Singapore Branch. He is also an Executive Officer of the Bank and General Manager of its Asia & Oceania Administration Department.
He has been with Mizuho Singapore (and its legacy bank) for 34 years where he first honed his forte as an arbitrager before setting up its marker risk management team in 1996. Since then, he has overseen the bank’s technology, operations, compliance, credit, legal, finance and HR functions.
Guan has been appointed by the MAS as a Member of the Singapore FX Market Committee (SFEMC) since 1997. He currently chairs the SFEMC’s Manpower Development Sub-committee. In 2009, he was also appointed by the MAS to lead an industry task force to review and enhance the governance of Singapore’s benchmark fixings.
He was appointed to the Council of the Institute of Banking of Finance in November 2012 and serves on its Audit Committee and Standards Committee. He was conferred Fellow of the Institute of Banking of Finance in 2014 in recognition of his industry leadership and contributions. |
